Is it illegal to grow a cannabis plant which doesn't contain THC?

Is it illegal to grow a seed that is chemically altered by a company to not produce THC. I want to grow them and do tests but my parents say it is illegal, is it? |

There are two parts to the answer:
1) We've never heard of seeds which have been "chemically altered to not produce THC". Seeds are often treated so that they will not be viable, meaning they won't grow, but this treatment does nothing to affect the level of THC that would be in a plant were the seed to grow.
2) Unfortunately, even if you were able to grow a non-THC-containing plant from the seed, both the seeds and any plant growing from them would still be illegal. Federal laws define "marihuana" as illegal. The law does not require that the plants contain THC in order to be illegal...simply that they be "marihuana". Marihuana is defined as all parts of the plant Cannabis sativa. Viable Cannabis seeds are also specifically listed as illegal despite the fact that they contain only trace amounts of THC.
