It is not likely that one's dogs (or cats, for that matter) "know when their owners are on drugs", since pets probably don't have much of a sense of what a "drug" is in the first place. Nevertheless, presuming that you are specifically talking about psychoactive drugs, some pets do appear sensitive to changes in the mental state or behavior of the humans they live with. So it is possible that pets might notice something "different" about an owner who is high. We have heard a few reports over the years of pets reacting in strange ways when their owners are experiencing the effects of a psychoactive drug.
Similarly, while a psychoactive high cannot be transferred to a dog or cat through petting, changes in an person's behavior while high could cause a pet to act or react differently than normal. For instance a person who becomes more energetic or more friendly for a period of time might very well find that their pet reacts in kind. It's not completely unreasonable to call this a "contact high".
