IAP is uncontrolled in the United States. This means it is generally considered legal to buy, possess, and distribute (sell, trade or give). If sold as a supplement, sales must conform to U.S. supplement laws. If sold for consumption as a food or drug, sales are regulated by the FDA.
Note, although IAP does not meet the normal rules for chemical analogs, a chemical supplier was federally charged in fall of 2004 with intent to distribute "TAP [l-(5-Indanyl)-2-aminopropanej (sic),...controlled substance analogues as defined by Title 21, United States Code, Section 802(32)(A), knowing that the substances were intended for human consumption." -- See indictment of American Chemical Supply. On March 21, 2005, Burton plead guilty to Count One of the indictment. See DEA press release about subsequent sentencing.
